A P1 bumper will fit straight on but you need to cut the centre section in which the number plate is fixed to to allow for your fmic. Original P1 bumpers are rare so you will end up paying top dollar. Easier to buy a 99 spec front bumper and fit a original p1 splitter. The aftermarket splitters aren't a very good fit and require alot of prep work. So pay the extra for a original P1 version splitter. Try contacting Jap Performance Parts

It is actually the same bumper but for some reason within the subaru breakers they load the prices on original P1 items due to the Authentic appeal they have towards P1 owners only replacing with geniune parts. As I found out when searching for one myself, I know some owners remove the original P1 bumper and store them and buy a V5/6 bumper once changing to a fmic. All in order to allow them to change back if the car is sold on. I would personally chop the P1 bumper.
