Default Sagging N/S/R

Advice and ideas required,
What might be causing the offside rear corner of my '99 turbo to sag?

Ive put new springs on but still the trim / ride height is 3 or 4cm lower. When any weight is in the rear the tyre rubs when going over bumps.


What could it be?????
