Default Ride height measurement

On Coilovers
When someone says for example - 40mm ride height.
What does 40mm EXACTLY refer to in terms of measurement from point A to point B

The accepted measurement is from the wheel arch edge to the centre of the hub, measured vertically.... but if you move the spring seat 40mm you achieve the same effect IYSWIM.
