Just been quoted £300 to fit a set of Eibachs
I was told that the brake lines need to be cut to change the dampers....is this true?
Whats the average time a mechanic would take to change the springs?
Been told it can take ALL DAY

You realy don`t need cut it! It takes 4-5 hours and alignment takes cca. 40-50min. If you have OE hoses you can change it for brailed and change fluid for better at same time.

It is possible without disconnecting the brake lines. Two possible ways.
1. Requires care and patience - disconnect damper top and bottom and replace spring in situ under wheel arch, taking care not to snag brake line that will still be passing through the damper.
2. Remove the clip holding the brake line into the loop on the damper and then carefully cut the loop to allow the brake line to be removed from it (in such a way as the clip will still hold the brake line in place on re-assembly)
If care is taken then spring compressors are not needed on the Scoob, but are adviseable, especially if trying method 1.
Without experience then I would expect 2 guys to need 1 hour per corner + 1 hour if brake lines are disconnected & then re-bled. With experience I would expect 3 hours tops.

TSL charged me £315+vat for Eibachs (supply & fit) and 4 wheel alignment. Sounds like you've been quoted £300 just to fit them
Brake hoses go through a loop on the bottom of the strut, so they have to be removed from the caliper and pulled back through this loop so the strut can come off. However, it is apparently possible to clamp them off so you don't need to drain the brake fluid - although it will need topping up.
Of course, you could always get some braided hoses fitted at the same time anyway
Whole job, including brake hoses took about 4 hours, most of which was the alignment I think.
Think someones having a laugh with you. Take it somewhere else.
Cheers
