Camber bolt adjustment?

Camber bolt adjustment?
Hi
Just had my my99 uk turbo's alignment done and the people doing it said they couldn't adjust the front camber. I thought this strange and the only thing i could think of was the fact that i had a new set of shocks fitted a while ago and the garage who fitted them maybe didn't replace the camber bolts but why they would do that i don't know. Anyway i've now checked the car and they are still there but what i want to know is is it just the top bolt that is elliptical and it pivots on the bottom one? I can only get the top one out at the moment. Also, assuming it does pivot on the bottom one do you loosen this while you adjust the top one?
Hoping someone has the answers so i can go back to them!

The upper fixing bolt is the one used to adjust the camber. You do need to loosen the lower bolt to allow adjustment. Hope this answers your questions.
