Default Pump it up, is it normal???

My shocks on my classic seem to need pumping up, is this normal??

What happens is, after leaving the car still for a while, if i push down on the back to test the shocks the car bounces like the shocks are gone but if i push it down again it gets better then again even better untill it is like normal shock absorbers, it only takes about three bounces.......

What do you think??

I thought it might be rubber ducked!

If i get a new suspension kit what is the reccomended one to go for?

I quite fancy lowering it as well......

My previous 99MY did this even when new, but only took a couple of bounces to become pretty solid.
