I have a '96 Legacy wagon and at speed when i want to turn the front end seems to float and i have to turn the wheel more than usual to turn it. Could this have anything to do with the Power steering? At full lock it pumps the fluid out the bottle. And what could be the cause of this?

If anyone can help me i'd appreciate it.
