Steering problem

Steering problem
When i turn the steering wheel left or right at slow speeds i am getting a vibration through the wheel, there is also a strange slurping noise at the same time and turning is juddery, it does this even if the engine revs are high, the steering feels fine when driving at speed and turns with no problems, it also turns lock to lock with the engine idiling without any problem.
I have had the fuid changed and bled, checked the belt, rack and hoses ect for leaks and everything seems fine !
Any ideas would be a great help before i change the rack or pump.
P.S. The car is a my02 sti prodrive style.

i had a similar problem on my 04 sti, vibration through the steering at low speeds. It was a turbo heatshield vibration on the steering column universal joint. Check that out. Hope this helps.
