It consists of shims under(!?) the steering rack mounts. This reduces any understeer as the front of the car rolls under cornering. Usually it's accompanied by a full laser alignment and suspension goemetry check/setup.

1st of all. bumpsteer can not really be removed, its simply reduced quite a bit
the basic idea is to adjust where the steering rack sits
when your cars wheels move up and down the steering rack doesnt move, this means that it iether toes in or toes out, as the wheel moves up and down the wheel arch
you can reset your steering rack to a height where this is far less noticible.
if you fit a set of tracking guages to your car, and loosen of your steering rack, when you raise or lower the rack manually, you should see the tracking guages move about
if you work on this principle you should have a pretty good idea, how to find a good sweet spot. i cant rember how much mine was lowerd by now
i wouldnt say that it got rid of understeer tho, it can help as part of a handleing pack of mods, but these things all need thought and planning
my car oversteers like hell on its winter wheels, on the summer ones its more neutral to understeer`ish, you need to wiegh up your own car and its mods
bumpsteer is dialed in to the standerd cars, for reasons of saftey (im led to belive)
