Tyres rubbing on Arches

I am sure you have all heard of this problem before wit people running 17's but the problem I have is I have a standars MY93 WRX running 205/50/16's with a powerstation geometry set up and when traveling with either big people in the back and and average compression or a hefty compression but me on my own the rear suspesion seams to travel enough to make the edges of the tyres rub on the inner lip of the wheel arch
From what I read this is unusual with 16's so does this mean I need new springs and or dampers? if so what should I go for (surely standard lowering Eibachs won't really solve the problem as they are that much lower?)
Or do I need to get the arches rolled / cut if so what is this likely to set me back?

Nothing worn out that I know about but I supposw thats what I was asking.
The Wheel seams to be far enough out of the arch to have the lip rub on the tread of the tyer so not even just the side wall! This is unusual is it?
Where do think I would be best taking this somewhere like powerstation who deal a lot with suspension or a body shop that could deal with taking the lip away?
