Question

Local tuning shop claims that the Bilstein PSS9 is actually produced by H&R........

Don't laugh - it's not my claim!
Can anyone comment on this??
Personally I would think it's BS

Could be possible. I used to work at WP Suspension and we had some discussions about producing H&R shock absorbers for them. Behind the screens there are a lot of cooperations, mostly to try to reduce the cost price.

I have heard that if you buy a H&R coilover set, for the Impreza, the dampers is marked Bilstein, so there is some connection H&R and Bilstein

So more likely is that H&R dampers are made by Bilstein then?

Yepps - I've talked to a couple of people who more or less confirmed that for the H&R, the springs are H&R and dampers are Bilstein made. As for PSS9 dampers are Bilstein no doubt, while springs most probably produced by H&R. (Then I guess they could possibly also be Eibach? Not that it matters, to me at least.)
Would guess the important differences lie in the design and specifications rather than the logo outside the production plant....

I guess we should be glad that this is the case (i.e. that they utilise each others production resources), otherwise the parts would probably have been even more expensive
