Bumper slighty adrift?

Default Bumper slighty adrift?

Hi all,
Just got my '03 WRX wagon and one little thing niggling me on the bodywork is the rear bumper being slightly adrift on the drivers side by the wheel arch.
Not knowing anything about bodywork, is there a straight-forward fix for it? Araldite springs to mind!

Looks like it's come adrift from the front fixing, which is a captive bolt through a plastic bracket. Difficult to tell without removing the rear bumper which is about a 30 minute job, and not difficult. Bracket may be broken.

there is a bolt that holds that part to the through the inner arch either that is missing or the bracket is broken
