wrap or respray

What would be the best solution, for bonnet/hood when it has stone chips and some are kinda getting to the bit where you can see tiny bits of rust coming through?

if you put vinyl on top of rust it will lift. you'll need to treat it and get it to primer stage at least then wrap it. by that time you may aswell have sprayed it.
