done mine few weeks ago.
cut the three tabs off at the top neatly .
cut the 2 plastic clip/bracket things off at the front,
buy some tiger seal and put a few big blobs on the largest area where the wiglet is in contact with the bumper
fit them up with 4 13mm bolts underneath and reuse the 2 plastic clips just inside wheel arch
no drilling and fitted in 20mins

main dealer supply them colour coded ,bout 90 quid each ,
mine are well bonded plus the other fixings hold it plenty,
yeah you need to buy some bolts and get the tiger seal off ebay its strong stuff.
buy drilling the bumper for the plastic clips you would need the metal brackets that fit on the inside of the bumper but trust me its over kill, long as you fit as above you wont have any issues when i pull mine by the wiglet the bumper moves not the wiglet

I did this about a year and a half ago.
Not the cheapest thing in the world at around 200 quid from the dealership, but well worth it in terms of looks - totally transforms the look of the front end and allows fitment of the STi V-lip spoiler.
This thread might help:

and my post:
Its very straightforward to do - this Video clip might help give you some idea:

YouTube - Installing STi Splitters + V-Limited Lip on 2004 WRX Wagon
(search on youtube for Installing STi Splitters + V-Limited Lip on 2004 WRX Wagon)
The only thing I did differently was where that guy in the clip used a dremel to cut the top three slots, I used a Kitchen knife, and warmed it up with a blowtorch, and used that to simply melt each slot carefully and gradually through the bumper....
As said before though, once the slots are made, make sure they are the right size, as once you try and push the corner splitters into the slots, they will not come out unless you remove the whole bumper to get to the other side to release the tabs!!
Using the top three slots, and the bolts across the bottom, I found this to be perfectly sufficient, without the need for any bonding to be done. Just remove the other clips that are not used as per the vid.
Ask the dealers for parts:
LH winglet 57742FE010XX, (XX = Colour Code)
RH winglet 57742FE000XX
6 x Flange Bolt 901000186
6 x Captive nuts 6mm 902510034
(Also, a good writeup was http://www.555subaru.co.uk/mods.htm# (A member here)

to make use of cutting holes in the bumper you need the metal brackets that fit on the inside of the bumper, i will take a close pic of mine 2mora perfect tight fit in 10 mins without the risk of damage, cut the 3 tabs secure with tiger seal and bolt underneath and 2 clips in wheel arch
just watched that vid on youtube ,mine never popped out like that nor did i have to cut the end bit ,once tabs were removed mine fitted up perfect with no gaps
