Cant remove my font bumper !!! 98 WRX

i cant get these killer screws out from underneath the front bumper, they are the only two holding it on now and i'm close to the dremmel for removal

They just wont budge !!!

Anyone else suffered with these while removing the bumper

IIRC, a 17mm socket will fit those.
