They're headlight eyebrows made by c-west in japan. Try www.takakaira.co.jp you can get them here.

 

I mean the headlights not the eyebrows. The headlight has a black housing!

Yeah, those are custom. You have to stick the lights in the the oven for a few minutes so that the sealant gets gooey and to the point where you can pry it apart. Then you just paint the housing, most seem to prefer flat black, put it back together, reinforce the sealant with some additional stuff to prevent leaking and so on, and just stick it back on. Can look very good.
