Fitting Moulded subaru splash guards

I finally got a set at a decent price, thanks BAH.
Anyway, the holes on them seem to line up with some kind of gromet, is there a plug which goes through the hole in the guards and into this grommet or do I remove the gromit and put a fresh bolt or something through the whole lot?
Also the rear ones have the same type of gromit but the holes on the bottom of the guards down line up with ANY holes on the 99 rear corner sections.
Any ideas?
