Help!! Bumper Scuff!!

No, I wasn't driving the car at the time. Yes, I was 'somewhat annoyed'. But I am left with a scuff on the rear bumper under the number plate that is too much to polish out but not really bad enough to get a respray. Does anyone have any cheaper suggestions?
