Default Steering wheel or gear lock device with combination code?

I have tried to track down whether there are any (preferably Thatcham Q approved) steering wheel or gear lever locks that incorporate a 'safe-type combination code lock', rather than a conventional key lock. If your steering wheel lock key is with the car keys, or even if separate but within the same bag etc., it's not a lot of good. Granted, you could keep the key separate from your normal car keys (inside say your sock within your shoe or maybe on a concealed hook under the car) but it's an extra level of hassle outwitting the criminal mind and the various ways in which your keys could become mislaid/lost.

Does anyone know if such devices exist?

The extreme option could be a wheel clamp with a strong chain impervious to bolt croppers etc., held together by a strong padlock that has a combination code rather than conventional key. I wonder what the legal position is regarding self-wheelclamping where the immobilised vehicle is left on the public highway? Any police commentators out there with a ruling?
