The "clicking" and CEL on is due to the green connectors below the dash being connected up. It's in diagnostic mode.

This is a sure sign that the person hasn't done imprezas before

Fog lights are probably down to disconnecting the switchwork for them when removing the lower bit of the trim was removed. Should be easy to connect 'em back up.
