Upipe bracket purpose?

Upipe bracket purpose?
I think I have installed my turbo incorrectly, the compressor inlet is too close to the tgv delete on the inlet manifold, the bracket next to the bell housing on the pic, is this used to adjust the position of the turbo?
Or once the nut on the right hand side goes in is the bracket fixed in one position and unmoveable?
