As you can't do more than 70 mph on public roads I'm not sure what a spoiler does at that speed.
I think to take it off would help make the car look less of a threat and more of a surprise when you take off from a standing start.

When I de spoilered my celica I just put rubber grommets in the wholes and when I sold the car I kept the spoiler so if the new owner didn't like it they could put it back, didn't notice on my car, but it was black
You can't just about see the grommets

Does anyone know what size the holes are, so I can buy the right size grommets before taking the spoiler off also any ideas on where to get a high level brake light ( does the wrx have this)

DIY smooth. Glue 2p coins on the underside, then fill the hole. Smooth and leave for a week or two, then fill again as it always dries and leaves "ghost lines". Painted in the back yard, loads of lacquer, flat 1500grit and polish.
When you fancy a change, undo the 4 bolts and fit the bootlid with spoiler...
And as for "reverse scoops" (again DIY)

Rough the underside, glue coins with araldite, (you can remove them in the future to open the holes, but there`s a "knack") fill and allow good time to dry, sand and again allow lots of time to dry out. Re-fill, wet/dry, paint, lacquer, wet/dry 1200 and mop/polish. Have fun(its only a bootlid), and hope it goes well for you..
