I have looked around and searched but could not find anything relating to this.

I have a Impreza Wagon MY00 Turbo 2000. It has been well looked after by the previous owner with regular services at RCM etc. It is completely standard, anything changed has been replaced OEM.

My question is in regards the exhaust, it has a twin tail pipe, as they do, but it is too quiet, I'm not getting the burble or any real noise, it's got no volume at all...

Is this normal for the Turbo 2000's or has the previous owner added something to make it quieter? Is this why there are so many people with the after market exhausts?

Perfectly normal.
If you're going to change it, don't buy those stupidly big and unnecessarily loud exhausts

dunno if its any good to u mate but i have a prodrive wrsport backbox oval tailpipe off my bugeye it might fit yours i think u just have to weld the hanger in a different spot sum1 else might be able to confirm this

It's common to be that quiet, even my 3inch was quiet. Gone to a 5" and as above it's too loud, I take it you're car still has both cats fitted, that will keep it quieter

It's normal. Just change the back box, it will make it perfect. Pronounced but not annoying. Look for second hand straight fit ones

Mine has a backbox and uppipe decatted (no extra sound gain i believe)and that released the burble without being intrusive. So get a backbox of your choice and take it from there. Prodrive items are slightly louder than standard - up to blitz nur spec / cobra race tubes which are LOUD.
