Mate give Bob a call, ...word of warning his colleague Branco can be a bit abrupt, but I am sure they will give you some good advice, Bob is pretty much the most the respected mapper re link and I am sure they will give you a good idea of what you'll get for money in terms of results

Id get an ECU first then get an exhaust (thus you can remap your ecu to run uk fuel without det )
Induction will just put more warm air into your turbo unless you have it in the wing, down side being is that it may get wet in the wet!
Just remember that everytime you do some mods to your car you may have to get the ecu remapped!

Mate, you need to give us a bit more info here, i.e. what model year your car is and what state of tune your car is in right now.
The first steps are induction kits and decatting the exhaust to improve the flow.
Assuming you've done that, for that money I'd head here http://www.brdevelopments.com/ and have a look at getting Bob to supply and map a Link ECU for you.
Alternatively if your car is a MY99 or MT00 http://www.ecutek.co.uk might fit the bill.
