vf22 vs vf23?

vf22 vs vf23?
Basically my vf23 has run out of puff but have quite a few vf22's local to me which I could buy cheap, I have searched google and quite a few people seem to think the vf22 is capable of up to 400bhp but is this true? the way things are these days I question my own advice 
, met quite a few new owners recently with nothing but a dump valve, exhaust and ripspeed induction kit who apparently have 450bhp mush anyway, any info greatly appreciated

the vf 22 will make more power than the 23 but it is more laggy , i think your better off going for something like a vf 28 or td05 18 or 20 g turbo
