AFAIK, fogs can't easily be split There is no rubber seal.
Remove the unit and inspect minutely for cracks, chips etc on the glass face. Especially hairline ones that are hard to see.
Then look where the glass joins the rear. If it's dodgy, smear it with some Carafax, http://www.ebay.co.uk/itm/Caravan-Mo...item3a6bc19dbc
or even Sika-Flex/Tiger Seal and dry it out by leaving bulb holder up in an airing cupboard for a couple of days before re-fitting.
If there is lots of condensation in, you CAN help to remove it by using a piece of semi-rigid wire and paper towels.
I wrapped a half of a paper towel into a longish bundle, encircled it with one twist of twin and earth stripped down to one 2.5mm core, then inserted it through the bulb hole, and, holding it glass side up to see what I was doing, swept it. It took FIVE paper towels to clean out/dry ONE rear light, but it does speed it up.
