Default 2006 Spec C Engine

Does it have the "secondary air system" that is designed to re-circulate unburnt air / fuel mixtures to improve cold start emissions?

I seriously doubt it, I don't think a jdm car will comply with European emission standards at all. Presume that's one of the main reasons they wasn't marketed here. Allowed as a personnel import only I believe in uk. Don't think they comply with European crash test either due to smaller bumper beams, lack of door bars etc.

Secondary air system doesnt recirculate unburnt air/fuel. They are piped into the cylinder heads behind the exhaust valve on the outlet side so it injects fresh clean air into the exhaust to heat the catalyst up quicker on cold start for around 30 seconds first thing in a morning

Madusa if you speak to Ian at ltichfields he can provide you with all the original documentation you need. Or contact Subaru belgium who will get the information from Subaru Japan.

Rob 84 - acurate statement
As for spec c , nothing on car to comply with European legislation / if your after removing your emissions from your uk car , you can remove the secondary air pump , you will need the cosworth blanking plates , & the car will throw 2 cel codes , I presume your talking about a 2.5 sti , because of the air pump present , in that case you can also remove tgv's - & for the record , the spec c is a 2.0 not a 2.5

I'm trying to get my Spec C registered over here in Switzerland and it's a bit of an uphill task so trying to find out some details about emissions...

Think I'm making some progress though.

Ok got ya
Well I would suggest forgetting the secondary pump as the hardware that supplies it is quite excessive you would need the servos (2) all the piping ( modding your loom & ecu / & even if you did manage to mate it 2 a spec c / it would make no differance to your emmisions on test , as engine would be warm or hot for test / the pump only works for 30/60 seconds on cold start / my car has full de-cat secondary pump removed , tgv deletes etc etc - so there are ways & means ,, I wish you luck & progress / but don't waste any more ov your time trying to put that secondary on your motor

It will cost an arm and a leg to go through the testing to register your car there, I have read.
You have PM. Why not keep it on UK plates?
Back to your original question, AFAIK no JDM car was fitted with this system.
