i find it odd that it has the interior,exterior and suspension upgrades but doesnt appear to have the performance upgrade pack. unless it was an ex-demo or something

I agree but it has non-standard tail pipe looks like PPP. Maybe he doesnt know?
It would seem strange to fit all those other upgrades without doing the engine.
