I've read a couple of times that the Spec c came without a 2nd cat in the exhaust system (the middle cat was replaced with a sort of decat pipe).

Is this the case or was the Spec C exhaust actually the same as the Type UK?

If it is a decat, would it fit on a Euro-spec MY06 Hawkeye STI?

It only has one 1 cat the 2nd box is a resonator box in the midsection. Your Euro spec has two cats in the downpipe. Spec c Exhaust wont fit your car.

thanks for the info.

I planned to keep the standard downpipe with the 1st cat in it and replace the mid pipe with the Spec C resonator box, that ought to work no?

Depends what year car the exhaust is off, the my03/04 jdm exhaust won't fit as the centre is longer, so you would require an MY05 onwards jdm exhaust to fit correctly.
