You need to find it mate. Same thing happened to me, couldn't find licence so it went to court - 6pts + £800 fine

TX.

PS. Mine was 55 in a 30 so not over a ton.

Speak to them and explain. They might be okay if you bring a copy of you request for a new paper part. Even better if you have a dog, our King charles will try to eat anything so the paper part of a licence would not be an issue for him.

go to the office where u opted to produce your documents with the photo card bit an explain that the paper bits mislaid, before you do that do the online thing mentioned by markjmd above.
when your at the office see if they can grant you an extension usually stamp your producer. ask them to email the copper that stopped you to let him know you are trying to sort it but need a little more time. They can check on police computer to see that you have a full licence anyway so your not mucking them about.

It shouldn't matter too much i think, they only want the paper part so they can send it to DVLA to get the points put on there. If you explain your situation you should be fine.

A little venomous don't you think?
After all, we don't know the circumstances. I would imagine that any dangerous manouevres would have resulted in more than a 3 point wonder, considering a coppa-car was following him.
