Norm for what? Are you talking about a UK Turbo 2000/WRX with a TD04, STi3/4, JDM twinscroll or what?

UK Classic Turbo AWD with a Z4 WRX ECU and the TD05 Turbo around 3500-4000 depending on Air temp, boost better on cold days which I think is the norm.

UK 2.0 STI8 PPP. Boost comes on 2400. Full boost by 3200 and pulls hard all the way to 8000.

Of course it's worth noting that boost is primarily throttle dependant rather than rev dependant. While there is a minimum air momentum required which doesn't exist much below 2400rpm at any load, you can be zooming along at 4000rpm with little or no boost unless you give it enough throttle for the boost to kick in. e.g. my car wouldn't give any boost, regardless of the rpm, until I gave it 24% throttle (Prodrive setting, goodness how bad it is for stock). I've remapped it so that provided there is enough air flow it will start to boost if my shoe so much as looks at the throttle...
