how much would you pay for a complete inlet like this??

Polished and de lipped TB, cleaned out idel control valve, polished fuel railes, all rubbed down and Painted to your spec??

what would you pay in exchange or out right?

As you know mate, the hard work involved is taking the manifold off/putting it back on.
So once you've got it off, the painting is the easy part.

Check out Carl Daveys website, he sells reconditioned STi ones, for an idea of price.
