fill up the header tank slowly so as to expell any air when filling, the plastic reservoir at the front is for when the engine is warm or cold ie engine lets water out when warm that it doesnt need and when cold takes it back fill that to the max line then after your done filling header tank start engine let it get up to temp switch off leave to cool and check reservoir it should be between min and max if not top it up job done.

Its an overflow tank i think, you should fill it up via the main header tank, leave the cap off when filling up and wait for the thermostate to open up, then let it idle and let it circulate the air out via the main header tank, you should see bubbles at some point, this might take 10 minutes or so
anyway thats the way i do it when i need to fill up
hope that helps
