Brake abuse

Not about a scoob but this is a general enough topic i think.
My fiance has been driving her mums 106 for a while. The brakes are not outstanding but do the job, as does the handbrake. her sister borrowed the car while we were away for 2 weeks and now you have to pull the handbrake all the way up to the end for it to engage (even then i advised she left it in gear too) and the foot brake you have to push right to the floor to get any sort of braking.
Is this something that could have happened by driving with the handbrake on, or riding the brake pedal (by her sister) or could it be valid wear ??
