Default problems with 98 wagon wrx

i have a 1998 s reg wagon and im having problems with it. when on the motorway at 4000rpm or 7o mph its as if its holding back wont go over 90 but thats slowing pressing the pedal if you do it fast it stutters even when u keep ur foot down. it does it 1st, 2nd gears as well. i have renewed the plugs, put magnorcore leads on it and changed fuel filter . reading some threads it might have something to do with k and n filter on it but i thing mibe coil. anyone any ideas????

Coil packs are a possibility, but I think that Id be looking at the boost solenoid and the associated plumbing first...
