I thought cars were supposed to have only one rear fog light to avoid them being mistaken for brake lights?

Not really - but if there is only one, it has to be on the driver's side, in order to make it clear how wide the vehicle is when visibility is poor. LHD cars will have the fog light on the other side, so the easiest 'conversion' might be just to get a rear light from a European spec car.
