Magic, Wonder after how many non-starters the idea will be scrapped. Its ok for duel fuel but a no no if petrol/derv only.
Few of those and a small traffic jam can turn into a large one, Be terrible if that should happen by accident lol.

Simple.....if it comes into force, start your engine(on your daily runner, not a nice motor) when you leave home but take out the battery after starting. First major set of lights turn off engine.....boom.....whole country comes to halt. Would only take a handful of cars in rush-hour to do this in each area of the country.

Is there a law about having battery? Does it nees one for the MOT or can you start it manually each time?

If it worked, gov would buckle for sure!

This is more propaganda from the Daily Mail. Don't rise to it.
Councils have been able to fine motorists since 2002, but rarely do. It is targeted at drivers who park up and leave engines idling for a long time (e.g. to run aircon or a heater). It won't be applied to people in a traffic queue, possibly a level crossing is the only place where that would apply. The same rule has been used in countries like Germany and Switzerland for decades and they seem to manage OK.

there's a level crossing near me that if you arrive just as the barriers are coming down you will definately be sat there for 4-5 minutes, in which case i do normally switch the engine off.
