You can run 19's but at the expense of handling. 17's are the best on classics, although 18's are 'okay' too.
As for tyres, I'd stay with 215's but you may get away with 225's. It all depends on the diameter of the tyres.
For your infomation, I've run 215/45/18 on my Type R.

As above, 17" or 18". Anything bigger looks stupid and chavvy on a Scoob imho. Plus handling is affected. Over my 3 previous Scoobs, I've had 15/16/17 and 18" wheels, the best handling ones being 17" with a good tyre like Toyo T1-R or Goodyear Eagle F-1.
