IIRC it is actually to force air into the cabin. Not for cooling purposes but to keep the cabin slightly pressurised to prevent dust getting in and making it difficult to see/breathe etc.

Dunno for sure about rally cars, but with most front engined racing cars, there is a *lot* of heat soak into the cabin. The engine is working a lot harder than on a road car, and there's no heavy insulation.
Doubt they have a heater (more weight), or a/c, so the vent is about getting cooling air in (for the crew).

They also use the vent as an airbrake when the disks get hot and fade, you will notice the co driver popping it up when he's approaching sharp bends.......
