Default PRIVATE NO PLATE QUESTION

Just need to know if anyone knows the answer to this question. Its a 94 car on a L plate but was first registered in this country in 1999 does this mean it could have a private plate starting with a 99 prefix i.e v reg, thanks JAY

ive got a Q on this

can you put a plate on retention (thats on a car a the mo) via the internet, without going into the office to sort it
