You would need one of those buffing wheel thingymajigamiees i reckon and paste, ask to see some of their work and if your happy with it try em, failing that you will need to find some one with the fore mentioned wheel.

the thing im worried about is what if water gets on the polished surface what will happen to the finish, and will i need to treat it with some kind laccer to protect the surface

To polish it your self (as I'm to do) you will need lots of different grades of sand paper, from about a 240 through to 800 or even 1000 grit. Start with a ruff paper then get smoother and smoother. Finish of with some good metal polish cream.
You will need to maintain the surface with metal polishes a you would with chrome.
