Default inside iscv

can anyone tell me what the rubber like seal does inside the valve. when i took the valve out there was a rubber seal slightly stuck to the valve itself, which fell off in my hands. is this just suppose to sit in between the valve and diaphram in the manifold or should it be deffinately fixed to one or the other? cheers richard.

It acts as a one way valve, Closed by Boost Pressure & open on idle Etc.
