Cant find anything that says it has to be mounted upright.
Know it has to be visible from a certain distance for MOT reasons.
But in this CCTV recognition days most cameras are mount to the fixed front end so may be this is why.

Police use this http://www.dvla.gov.uk/media/pdf/lea...mberplates.pdf but it's not the full story, Number plates have to comply with either Regulation 14 or 14A (certain imports)
Car passses MOT so Road legal so Car goes up the road and fails a Regulation The Car cannot be both legal and illegal, A good laywer could very well argue that case but it's the cost
most peeps just change them or pay the fixed penalty. Just to save the hassle
That is more the case, most will pass MOT but a Fixed penalty threat does the job. 90% of all WRC Rally Cars have them and they are Legal
Glad to see they have now added the Regulation 14A (certain imports) into that Document as they accidently ommited it last year
The front plate can be fixed in the windsreen it only has to be front Facing and no other stipulation. but the rear has to be Iluminated and is a height restiction on that.
The regs have been changed quite a few times since 2000 and depends on how retrospectively they can apply the Regs if you have the Plates like mine since 2000 they don't have a BS number and moved onto my 3 other newer Cars are they legal?

I cannot understand why you want a bonnet mounted number plate they are so old fashioned
The best style plate is the type I have, black background with silver raised lettering, my rear one is square. They look fantastic

as long as your digits can be read clearley and not italic an in the standard font an size its ok
there is nothing in the MOT hand book that says it has to be uprite
so you should be fine
