Your allowd to sell up to a certain £££s but once you reach that level you need to get confirmed as if asked by inland revenue they have to declare the amount its the same with paypal when you reach a certain level

I think you've maybe exceded any credit limit they may impose. Same as you can only make purchase's upto £500 in total value unless you have verified your account.

Whenever I sell stuff on ebay I don't wait for the bill, just go into my seller account a couple of days after any listing has ended and pay my fees. Provided the buyer has paid me of course.

AFAIR there's an option to pay any seller fees automatically.

Unfortunately your current account status cannot be displayed at this moment. Please note that the "Account Status" page contains the correct information on the bottom of the right column "Balance". Your next fee statement will contain the correct account status, too. Thank you for your understanding.

It says this as well

Yeah you owe 42.95, normally you get invoiced (emailed) once a month, mine is around the 20th, the exceeding the limit bit sounds like you may have missed a previous months payment
