whats making this sound on this video clip

after watchin this video clip YouTube - MR WRX 03 Subaru Impreza WRX
it makes a strange noise unlike a normal dump valve whats doing it? and whys it doing it? thanks

That would be chatter,when the throttle snaps shut the air is forced back through the turbo's blades.
