Is 2 weeks to long to wait for a bought item?

Is 2 weeks to long to wait for a bought item?
I agreed a price with a fellow Scoobynet member ( shall remain nameless for the mo) and paypal'd him the amount of money, the transaction cleared on the 4th of January and I still havent received my item!
Granted the Paypal took 9 days to clear (before the 4th Jan) as I don't use a credit card etc and it was over the xmas period.
Was told it was sent special delivery on saturday, but I still have not got it.
Should I name and shame?

2 weeks does seem a bit long m8, as soon as the seller has recieved payment the item should be dispatched no later than the next day unless stated otherwise

I sell old Transformer toys on ebay and sometimes people do mess you about.
I tend to give them so many days to get their act together or I take action.
Give the guy a few days to sort it or attempt to reclaim through paypal.

As I have not had a reply from the said person when I reported it to PAYPAL the other day, I will wait til tomorrow before I give you his details.
