no cert no ppp is the basic rule of thumb for buying selling.
but if no exhaust then even if it was fitted its been removed so presume not.
any year car can be ppp'd bar none turbos

My 53 plate has the certificate of fitment etc, plus the prodrive exhaust and the blue prodrive hose under the bonnet. The wheels and wing are not included in the PPP kit.
