Default Is the fuel cut part of the 112 mph restriction ?

Just need to know as i will be converting to miles 9WRX MY95) soon and dont want to be still hitting the limitER at 5k in 5th

Nope, the speed limiter's done with the ignition, fuel cut's for overboost. Once you fit a converter, you're limit will be at 180mph, which is plenty. I've got a MY95 WRX and the converter does the job fine, it will rev all the way to redline in 5th now (not that I've ever tried, officer).

180mph with wrx gearing? It'll need do silly rpm to acheive that

Around about 8600rpm......

Nope, I don't think you'll ever hit the limiter.
