Is the fuel cut part of the 112 mph restriction ?

Nope, the speed limiter's done with the ignition, fuel cut's for overboost. Once you fit a converter, you're limit will be at 180mph, which is plenty. I've got a MY95 WRX and the converter does the job fine, it will rev all the way to redline in 5th now (not that I've ever tried, officer).

It'll need do silly rpm to acheive that
