Black dial??????

Black dial??????
I bought a 2004 wrx sti from subaru in estonia. Between the headlamp adjuster and the ic water spray i have a small black dial. It has no writing on and i havnt a clue what it is.....can anyone give me an idea?

Yes - if you are towing a trailer for example.
