Default Fitting a new number plate from scratch?

I know there is another thread on the go about fitting a number plate, but figured this was worthy of a new thread as it's a different issue.

My plate is currently in the form of a sticker on the front lip as per the following picture (sorry best pic I have at the moment). Next week I'm having the whole front bumper section resprayed so am obviously going to lose this sticker.

With fears that the sticker may actually not be entirely legal anyway I'm looking to fit a proper number plate, but obviously this isn't going to be a matter of a new plate but all the fixings etc too. The front grill is made of quite a fine mesh.

So, my question is what do I need and where do I get it from? I can order a plate easy enough (although recommendations of the cheapest supplier would be appreciated), but what else do I need to fix it in place securely and legally?
